How many times can you panic? That's the question facing Northwest Airlines Inc. customers with plans to fly on or after Aug. 15, when its flight attendants are threatening to stage targeted strikes to disrupt service. The problem is, travelers have heard these warnings many times in the last year. Then, nothing happens.
